Excerpt from book: On the 2d ‘of July, 1864, Congress passed another act amending the act of July, 1862, and granting additional aids and authorizing the Central Pacific Company to build east of the California State line and until it met the line of the Union Pacific. The declared intent and purpose of Congress in passing these acts was to secure the completion of a railroad from the Missouri river to the Pacific Ocean, and to secure the use thereof for all time to come to the Government of the United States for the transportation of its mails, public stores, troops, and munitions of war, and to require said line, so far as the public and the Government were concerned, to be operated as one connected, continuous line. In 1870 the Central Pacific Railroad Company of California and the Western Pacific Railroad Company formed themselves into one corporation, under the name of the Central Pacific Railroad Company. The Central Pacific Company constructed a line of road from the city of Sacramento to a connection with the Union Pacific railroad at a point near Ogden, in the Territory of Utah. Both companies complied with the several acts of Congress, and there is now in operation a continuous line of railroad from the Missouri river to the Pacific Ocean. When the present action was instituted against this company, and at the time the assessment in question was made, the United States had and now have a lien, created by the acts of Congress of 1862 and 1864, of about twenty-seven million of dollars, with a large amount of interest, upon its rolling-stock, fixtures, and franchises, and there are also outstanding bonds of about the same sum, issued by the company prior to January 1, 1875, and secured by a mortgage upon the same property. WHEN OWNER MAY FILE CLAIM FOR LIEN CHANGED BY ACT OF 1903?WHEN NOT NECESSARY TO FILE CLAIM. Section 7, as amended in 1903, differs radically from the prior act of 1895, and as construed in previous cases under the 1895 act, viz: The Bloomington Hotel v. Garthwait, 227?613; Kelly v. Springer, 235?493). The act of 1895 did not contain the provision inserted in section 7 of the present act, permitting the claimant to file claim for lien as against the owner, within the two years after the completion of the contract, or of extra work performed, but only for the four-months period. The fair construction of section 7 of the present act is that the lien may be perfected as against a creditor, incumbrancer or purchaser by either suing or filing claim within four months, and as against the owner by either suing or filing a claim within two years after the completion of the work (Zander Reum Co. v. Congregation B’Nei Moshe, 159 A. 371). It was, therefore, held under the previous 1895 act, that the claimant must either file his claim for lien or bring suit within four months after last delivery, if he desired to preserve his lien rights, and also that he did not have the two years to do so as against the owner, unless as a prerequisite to bringing suit, during the two-year period, he had first filed a claim for lien within the four months after delivery. The act of 1903 now changes that by providing specifically that suit may be brought as against the original owner at any time within two years after the last delivery or the completion of the work, notwithstanding the claimant may not have filed any claim for lien either within the four-months period or at any other time (Matot v. All convenient locations around the world attract millions of visitors and tourists each year to hundreds of different hotels and motels in each place, including the creation hundreds of millions of dollars to the local community, but competition among hotels and motels, the change of seasons, and local situations, create change and fluctuations prices of hotels – The hotel prices in Las Vegas are no different. During last two decades, Las Vegas has become one of the tourist towns of more rapid growth in the U.S. – if not the world.

Dozens of premium hotels, each more involved and dramatic than the previous one, was built with at least a dozen others in development planning. All this construction has created an atmosphere that led to a significant increase in tourism. However, as tourist towns, competition has created hotel prices fluctuate widely. Appears in these dramatic climate changes in Las Vegas and the action of the prices associated with the game, and the hotel can vary from a few hundred dollars for the same result.

With the construction of the enormous leisure facilities hotels that combine luxury, casinos, restaurants, entertainment venues, shops and dozens of other high-end amenities under one roof has created a competition associated local economy dramatically. Each establishment is trying to discount prices of others and try to ensure higher profit margin possible. Thus, every hotel wants to offer a price low enough to ensure a steady stream of customers while maintaining a high market value sufficient to ensure a profit. It is a delicate balancing act to master.

The city has worked hard to create an environment that meets these large purchasers. After all, more money than a person moves within the city, more money is invested in the local economy.
